An “Englishman” cable from London dated July 25, states:—

    Mr. Percival London, cabling to the “Daily Telegraph” from Peking, declares that China is on the verge of bankruptcy.

    He says it is difficult to describe the intense feeling of pessimism reigning among all classes. China is in a state of helpless chaos and local tyranny is blasting any hope of extricating any part of the country from the welter of militarism and corruption. The situation can only be retrieved if the slackness of Europe is abandoned and a genuine attempt made by the Powers to act unitedly.

    The steady and impartial administration of the Customs under Sir Francis Aglen, enabling the collection of revenues, is the one bright spot in a gloomy pasture.
