, July 17: In his report for 1925, Mr. S. Ranganathan, I.C.S, Agent to the Government of India in Ceylon, observed that no less than 40 per cent of the Indian labourers in Ceylon did not receive a living wage and calls attention to the inadequacy of arrangements regarding medical relief, housing and education and urges the adoption of a standard wage.
