Delhi Police and other security personnel were outnumbered and taken aback by thousands of protesters who arrived in and around Jantar Mantar on Monday (July 20, 2026), a senior government official said. In an unprecedented turn of events, despite multiple layers of barricade, deployment of around 3,000 security personnel and an Internet shutdown, large crowds comprising mostly students and young people were able to reach the doorsteps of Parliament, before they were tear gassed and charged with batons.

The brutal lathi charge unleashed by Delhi Police, the tear gas used on fighting students and youth. Why? It is just like a war on youth and students.”

In the first widespread communications blackout in Delhi since the farmers’ agitation in 2021, mobile internet was switched off throughout Central Delhi, even as demonstrators poured into Jantar Mantar and security forces were dispersing them with force. The shutdown impeded the flow of visuals from the area, including by media at the scene. Protesters and journalists alike resorted to nearby establishments’ WiFi hotspots.
An industry source told The Hindu that 150 sites across Central Delhi were ordered to have internet access cut off. “Such a measure is not only disproportionate but also strikes at the heart of the fundamental right to freedom of speech and expression, including the right to peacefully protest and to access information online, all recognized under Article 19(1)(a) of the Constitution of India,” SFLC said in a statement.
At least 38 people injured in the protests have been brought to Lady Hardinge Medical College since the afternoon, and around 65 were brought to RML hospital, according to sources.
The nature of injuries include fractures, head injuries, swelling due to tear gas, and eye injuries.

Delhi Police held a high-level meeting to review law and order situation following the clashes between protesters and security personnel in the New Delhi area, sources said.
Senior police officers attended the meeting to assess the situation and discuss the ongoing investigation into the violence, they said.
The meeting also reviewed security arrangements and deliberated on further action in connection with the incidents, they added.

As many as 150 protesters were detained in Ahmedabad on Monday evening for demonstrating against the Central government over alleged irregularities in the education sector and competitive exam paper leaks.
A large crowd of youngsters, mostly college students, gathered near MJ Library on Ashram Road, shouting slogans for the resignation of Union Education Minister Dharmendra Pradhan.
They also raised slogans against the Centre, accusing it of suppressing their voice using police force.

Speaking to the media following a day of intense protests across Central Delhi, Cockroach Janta Party’s spokesperson Ashutosh Ranka thanked the youth for turning out in large numbers. “I think lakhs and lakhs of Indian youth showed up in Delhi today, which means that the youth of this country is pretty much done with this government,” he said.
“At the same time, the visuals we are seeing from across Delhi involving the Delhi Police are deeply concerning. The kind of brutality unleashed by the Delhi Police today has no words,” Mr. Ranka added.
Congress leader Rahul Gandhi and Samajwadi Party chief Akhilesh Yadav met in the Parliament House complex and discussed the student protests.
The two leaders met during a brief adjournment of the Lok Sabha.
Asked about the meeting, Yadav told reporters, “The House had been adjourned, and we had to pass time. There was a discussion on the students’ movement.” The brief meeting comes amid speculation over alliance talks between the Congress and the SP for the upcoming polls in Uttar Pradesh.

Solicitor General Tushar Mehta told the Delhi High Court that video-recording of the protest at Jantar Mantar over alleged irregularities in examinations is not for “snooping” but for law-and-order purposes.
The senior law officer told a bench of Chief Justice D.K. Upadhyaya and Justice Tejas Karia that protests at Jantar Mantar are always videographed.
The bench was hearing a public interest litigation (PIL) plea filed by former Jawaharlal Nehru University Students’ Union (JNUSU) president Aishe Ghosh against the Centre and the Delhi Police, alleging “continuous, indiscriminate and intrusive surveillance” at the Jantar Mantar protest.
“At Jantar Mantar, some or the other protest is going on, [and] it is always recorded.... This is only for law and order and safety. There is no snooping. There is no surveillance,” Mr. Mehta, appearing in the court for authorities, submitted.
“As a matter of fact, in this protest, daily hundreds of people are seen making video films and making reels and making them viral,” he added.
The bench posted the PIL for hearing on Tuesday and asked Mr. Mehta to inform if police have formulated any guidelines on regulating protests, as mandated by the Supreme Court in a judgment.

Congress leader Rahul Gandhi dubbed Prime Minister Narendra Modi as the “most anti-youth” PM in the country’s history as he accused the government of not just failing the youth but also pouncing on them.
Gandhi’s remarks came after security forces resorted to a baton-charge near Parliament Street after thousands of Cockroach Janta Party (CJP) supporters, protesting against the paper leaks, allegedly tried to breach barricades while marching towards Parliament on the first day of the Monsoon session.
“152 paper leaks. 7.5 crore students victimised. And not a single guilty person punished. Who got the punishment? The hardworking youth,” he said in a post in Hindi on X.
Delhi Police on Monday said it has taken cognisance of a viral drone video purportedly showing protesters gathered at Parliament Street and has launched an investigation into the alleged unauthorised drone operation.
“The authenticity of the footage and the circumstances surrounding the drone operation are being verified. For this violation of applicable laws and drone regulations, appropriate legal action will be taken,” Delhi Police said in a statement.
A police source said the probe was initiated after the drone footage surfaced on social media.
The source added that the New Delhi district is a highly sensitive area where prior permission is mandatory for flying drones, and any violation of the prescribed rules attracts legal action.

Leader of Opposition in the Tamil Nadu Assembly Udhayanidhi Stalin took to X to condemn the “high-handedness of the police against CJP youth.”
“For more than a decade now, DMK has been advocating abolition of NEET. Today, Tamil Nadu’s voice against NEET is resonating across the nation, including from the national capital,” Mr. Stalin said.
“Instead of addressing their concerns, the government is responding with its police force. This is unacceptable in a democracy,” he added.

Following a meeting with representatives of the Cockroach Janta Party, Union Health Minister J.P. Nadda said he has “requested all the protesters to end their sit-in and assist the administration in restoring normalcy.”
In a post on X, Mr. Nadda said that the discussions began 11.50 a.m.
“The meeting took place in a cordial atmosphere. An initial verbal discussion was held in detail with their delegation, and they submitted a written petition to me around 4 p.m.”
Delhi HC post for hearing on Tuesday the appeal filed by Sonam Wangchuk’s wife, Gitanjali J. Angmo, seeking his transfer from Safdarjung Hospital to a hospital of his choice.
Court said its immediate concern was to “save his life first” and sought clarity on Mr. Wangchuk’s current medical condition. It directed that all pathological reports from Safdarjung Hospital, AIIMS and the private laboratory be placed on record. It also asked the doctors leading Mr. Wangchuk’s treatment at Safdarjung Hospital and his private physician to remain present at the next hearing.

Massive crowds—several thousand strong—gathered at Jantar Mantar as mobile internet was shut down in parts of central Delhi. Protesters had sporadic clashes with authorities, according to emerging visuals. Even as security forces tried to hold the crowds at bay, people gathered in batches of hundreds at the Jantar Mantar protest area and crowded Tolstoy Marg on the north end of the protest strip. CJP leaders appealed to protesters to demonstrate peacefully.
“India’s youth have shown that they’re not like the Gen Z of other countries,” said Gitanjali J. Angmo, activist Sonam Wangchuk’s wife, from the protest site stage. The speakers’ remarks were inaudible beyond just a hundred metres from the stage, as chanting crowds drowned out instructions from protest leaders and security forces’ loudspeakers alike. Delhi Police used sticks and batons to disperse hundreds of students and youth activists marching from Mandi House Metro Station towards Jantar Mantar in an attempt to reach the Cockroach Janta Party (CJP) protest site on Monday (July 20), eyewitnesses said.

In a video message ahead of CJP’s Parliament March, CJP spokesperson Sourav Das appealed to people to maintain calm and peace. “Please remain calm wherever you might be! Sonam Wangchuk’s wife, Gitanjali J. Angmo, has approached a Division Bench of the Delhi High Court, challenging the single judge’s refusal to order the transfer of Mr. Wangchuk from Safdarjung Hospital to Medanta Hospital in Gurugram.

Delhi Police is on high alert ahead of the Monsoon Session of Parliament and the Cockroach Janta Party’s (CJP) proposed “Chalo Sansad” march today, with heavy deployment of personnel visible at every nook and corner around Jantar Mantar, Parliament and other key locations.
Authorities have also imposed prohibitory orders under Section 163 of the BNSS in the New Delhi district.
Deputy Commissioner of Police (DCP) Sachin Sharma shared a public advisory on X yesterday, stating that “Delhi Police categorically clarifies that no permission has been sought or granted for any such protest march/procession.” The prohibitory order under Section 163 BNSS (formerly Section 144 CrPC) is currently in effect in the New Delhi district, according to the DCP’s post.
“Accordingly, protest marches, processions, demonstrations and assemblies of five or more persons are strictly prohibited, except at the designated protest site at Jantar Mantar, with prior permission,” the post read.
The DCP warned that any person violating these prohibitory orders could face prosecution under Section 223 BNS and other applicable laws.

Sonam Wangchuk said that he will end his hunger strike on Monday (July 20, 2026) if the government is ready to take accountability for failures in the education system or the MPs are ready to take up the issue in the parliament.
In a post shared on his X handle, he said his health doesn’t permit him to participate in the Parliament march; the MPs of different parties should meet him at the Safdarjung Hospital to ensure that they will take up the issue of paper leaks in the Parliament.
