The Cabinet has approved the Delhi Start-up and Incubation Policy, with an allocation of ₹400 crore over the next five years, to promote innovation and self-employment, the Chief Minister’s Office (CMO) stated on Thursday. 

    Last year, the government released the draft Delhi Startup Policy, 2025, aimed at making the Capital a global innovation hub and facilitating at least 5,000 start-ups by 2035. 

    The policy will cover 11 State universities, 13 government-funded colleges, polytechnic institutes and Industrial Training Institutes. Students of government schools will also be eligible for its benefits through these institutions. Those whose ideas are selected will receive financial assistance, according to the CMO. 

    Under the policy, the government will establish incubation centres in association with these institutions and provide seed funding to start-ups, an official said. 

    Chief Minister Rekha Gupta said the policy aims to enable the youth to become job creators rather than job seekers. She added that the government wants to ensure that students, researchers, teachers, alumni and aspiring entrepreneurs with promising ideas have access to resources, mentorship and financial assistance. 

    The government will provide one-time financial assistance to eligible institutions to establish and strengthen incubation centres. The centres will also receive annual operational support for mentoring, networking, innovation activities and ecosystem development. 

    Ms. Gupta stated that the State Incubation Policy Monitoring Committee would oversee implementation of the policy. The committee, comprising representatives of the government, educational institutions, industry and the start-up ecosystem, will oversee implementation, ensure transparent governance and provide performance-based financial support. 

    The government will also organise an annual Delhi Start-up Youth Festival, bringing together young innovators, educational institutions, start-ups, investors, industry representatives and policymakers to showcase ideas, build partnerships and encourage entrepreneurship, the CMO stated.
