Montreal, July 13: Major incidents are not expected at the Olympic Games. But should they occur, said the man in charge of the most elaborate security arrangement in Canadian history, “the tool is there.”

    That tool consists of 16,000 armed security personnel, a force equal in strength to four army brigades. It also includes air, ground and marine forces, detailed planning, the expenditure of millions of dollars and complex James Bond-type scenarios to test the operations.

    There is even a ‘war room,’ a sophisticated control centre, provided with instantaneous communications equipment and dozens of closed circuit television cameras sweeping over the Olympic village, the stadia, pools, playing fields that will be used by some 12,000 athletes from 120 nations, beginning on Sunday.

    The operation is presided over by Mr. Guy Toupin, the chief of the Canadian security forces.
