The Delhi High Court has agreed to hear on Friday (July 23, 2026) a public interest litigation seeking a probe into the Cockroach Janta Party-led protest at Jantar Mantar in New Delhi over examination irregularities.

The counsel for the petitioner mentioned the PIL before a Bench of Chief Justice D.K. Upadhyaya and Justice Tejas Karia and requested that the case be listed on Friday (July 23, 2026). “This is against the so-called student agitation. They have made the entire Delhi hostage. Roads have been blocked. Citizens of Delhi are suffering,” lawyer Barun Kumar Sinha submitted. “Alright. Tomorrow,” Chief Justice Upadhyaya said.

Former IPS officer Kiran Bedi suggested deploying civil defence volunteers (CDVs) to handle student protests, amid the allegations of brutality by the security personnel during the recent Parliament march of students under the CJP banner.

In her X post on Thursday (July 23), Ms. Bedi, former Lt Governor of Puducherry, said CDVs can be the first line of defence, exactly like the BSF is on the borders.

In a self-made video posted on X, she said CDVs wearing protective gear but without any canes should face the student protesters, and the riot police should ensure their safety and prevent any violence or damage to public property.

Praising India’s student protesters, mostly led by the Gen Z, at Delhi’s Jantar Mantar, activist Sonam Wangchuk’s wife Gitanjali Angmo on Thursday (July 23) said it filled her with hope. 

She lauded the students for sharing food and water, looking after strangers, cleaning their protest sites, and for the discipline they maintained under ‘immense provocation’. 

“To their parents, I offer my deepest respect for raising compassionate, responsible and courageous citizens. India owes you a debt of gratitude. If this is the generation we have raised, India’s future is in safe hands,” Ms. Angmo said in a post on X.

Mumbai BJP president Ameet Satam on Thursday (July 23) alleged foreign forces, Left outfits and Opposition parties had joined hands to fuel the ongoing Cockroach Janta Party (CJP)-led agitation as part of a conspiracy to stall India’s economic growth.

Unseating the BJP-led NDA government at the Centre was also a part of the conspiracy, claimed the Maharashtra MLA.

A civil rights organisation has demanded an investigation into the conduct of security forces dealing with protesters during the “Chalo Sansad’ march organised by the Cockroach Janta Party (CJP) on July 20. 

The outfit, Jan Hastakshep, has said the alleged use of pellet guns, shock batons and tear-gas shells against students demanding accountability from the government for “irregularities” in the NEET and other examinations constituted an “attack” on freedom of expression.

The organisation has accused the government of “crushing” the protest of students and youngsters as it wants to avoid accountability for paper leaks.

The Bombay Bar Association on Thursday (July 23) said the use of police force against the students participating in the ongoing Cockroach Janta Party-led agitation was “deeply disturbing” and unacceptable, while senior city-based lawyer Satish Maneshinde said he would appear for free for any student facing legal action.

Lawyer Satish Maneshinde said he would appear pro bono (free of charge) for any student facing legal action over participation in the protests.

The Bombay Bar Association (BBA) said in a resolution that the right of citizens to assemble peacefully and express dissent is an integral facet of the freedoms guaranteed under Article 19 of the Constitution.

Veteran politician and former BJP national president Murali Manohar Joshi expressed his concern over the ongoing students’ protest at Jantar Mantar. 

Mr. Joshi, calling for peaceful dialogue to resolve the issue, condemned the brutal police crackdown of students on July 20 in Delhi. 

He also warned that such use of force on students would ‘alienate large sections of Indian society from the national goal of Viksit Bharat’.

“It is painful to see young students from different parts of the country assembled for days on the streets of New Delhi. Their anxieties and concerns regarding the examination system are genuine and must be handled with empathy and a desire to find a lasting solution. I fervently hope that this is not treated merely as a law-and-order issue to be tackled through the use of force,” Mr. Joshi said. 

There is no plan to crack down on the ongoing Cockroach Janta Party protest tonight, clarified Delhi Police. 

The Delhi Police said this in a reply to former Delhi CM Arvind Kejriwal who questioned the closure of shops at Connaught Place at 6.30 p.m. and a deployment of heavy security in the area.

The Aam Aadmi Party (AAP) on Thursday (July 23) extended its support to the nationwide protests called by the CJP regarding its demand for Union Education Minister Dharmendra Pradhan’s resignation.

Senior party leader Gopal Rai urged party workers to join the demonstrations without carrying party flags or banners. In a video message posted on X, Mr. Rai alleged that the BJP-led Centre resorted to a lathi-charge on students participating in the agitation and said the protests were organised over the demand for Mr. Pradhan’s resignation.

Kareena Kapoor Khan is the latest celebrity from Bollywood to come out in support of protesting students as the actor said children deserve a system where merit is real and effort is rewarded on an equal footing.

In post on Instagram, the actor admitted that she has been sitting with her thoughts for a few days but realised that she couldn’t stay quiet longer.

“The voices of so many young people asking to be heard are impossible to ignore... and they shouldn’t be. We all know what education means to a child. It gives them confidence. It gives them hope. It gives families proof that tomorrow can be better than today,” she wrote on Instagram.

Punjab BJP leader Sunil Jakhar on Thursday (July 23) asked youths in Delhi protesting over the alleged NEET paper leak issue to remain vigilant to ensure that their agitation is not taken over by politicians to exploit it for their own interests.

He also said Prime Minister Narendra Modi was already cognisant of the students’ concerns and asserted that wherever shortcomings exist in the system, the government is continuously working to correct them.

A 21-year-old woman admitted to the Ram Manohar Lohia Hospital with critical wounds sustained during a student protest underway at Jantar Mantar is showing clinical improvement.

The student was successfully extubated (removed from the ventilator) 24 hours ago and is now breathing on her own, the hospital authorities said.

She is conscious and responding appropriately to commands.

“Her clinical condition is currently stable. However, she needs and continues to receive comprehensive critical care under the close supervision of the multidisciplinary treating team,” they said.

Shiv Sena (UBT) leader Aaditya Thackeray said his party will organise a ‘Tiranga morcha’ on July 24 in solidarity with the students demanding resignation of Union Education Minister Dharmendra Pradhan over exam irregularities.

The party earlier said the Tiranga morcha’ will be held at Shivaji Park in Dadar on July 24.

People wanted to articulate their views on issues related to students and express their sentiments so the Tiranga morcha will be held on Friday (July 24) at 5 p.m., said the Opposition MLA.

Protest marches over the alleged NEET paper leak and demanding Union Education Minister Dharmendra Pradhan’s resignation continued in several districts of Bihar on Thursday (July 23, 2026).

Police resorted to baton charge after protesters pelted stones in Katihar and Begusarai. Initially, a peaceful protest was underway; however, it turned violent when some protesters tried to break the main gate of the District Magistrate (DM) office. Mobile internet services have been suspended within 1.5 kms of Jantar Mantar on Thursday (July 23) from 4 p.m. to midnight, the Ministry of Home Affairs stated. 

Protesters have continued to gather at Jantar Mantar to demand the resignation of Union Education Minister Dharmendra Pradhan over the alleged irregularities in NEET exam including the paper leak. 

The latest order extended the suspension of the services till midnight on Thursday with the approval of the Union Home Secretary under the Telecommunication Act, 2023 and the Telecommunications (Temporary Suspension of Services) Rules, 2024 in the interest of “public safety and averting public emergency”.

Assam Chief Minister Himanta Biswa Sarma asserted that protecting students’ interests was of paramount importance for the Centre and that PM Narendra Modi’s instruction to set up fast-track courts to punish those involved in the NEET paper leak was a testimony of it.

He maintained that no person who puts the future of the youth at stake will be spared.

“The interests and future of the youth of the country are the topmost priority of the double engine government. To ensure that the culprits in the NEET paper leak case are swiftly brought to justice, Fast Track Courts will be established for the expeditious disposal of the cases,” Mr. Sarma said in a post on X.

Several leaders of the Congress and INDIA bloc parties assembled at Rahul Gandhi’s residence on Thursday (July 23) and are likely to hold a joint protest against the alleged ”police brutality” on students.

However, it was not immediately clear if they would hold a march or express their solidarity with the protesting students in any other form.

The MPs were said to be deliberating their strategy to strongly raise the issue of alleged police brutality from the streets to Parliament.

Trinamool Congress former Rajya Sabha MP Saket Gokhale on Thursday (July 23) said he has filed a police complaint against Additional DCP Sandeep Lamba over the alleged assault of a woman protester during police action near Jantar Mantar on July 20.

In a post on X, Mr. Gokhale said he has submitted the complaint to the SHO of Parliament Street police station, seeking an FIR against Lamba and alleging that the officer assaulted a woman protester during the police crackdown at the students’ march towards Parliament.

More than 100 youths were detained in Nagpur on Thursday (July 23) for holding an “unauthorised” protest to condemn police action during the Cockroach Janta Party-led march in New Delhi on July 20 against exam paper leaks and other education sector irregularities, an official said.

The protest saw scores of Vanchit Bahujan Aghadi activists converging at Samvidhan Square here and shouting slogans condemning the lathi-charge in the national capital.

“The demonstration was not allowed as a similar protest on Wednesday (July 22) had exceeded the time limit. The protest had gone on till late night. More than 100 youths were detained today since they did not have permission for the protest,” the official said.

Medanta Hospital on Thursday (July 23, 2026) said activist Sonam Wangchuk, who is admitted to the hospital, is being treated by a multi-disciplinary team of doctors.

In a health bulletin update on Thursday, the hospital said Mr. Wangchuk’s condition remains unchanged and he continues to remain stable and alert, with his vital signs within accepted parameters. 

“All treatment being administered to him is in accordance with his consent,” the hospital added.

Actor Imran Khan, who joined the protests against NEET paper leak at Mumbai Dadar on Wednesday (July 22) said if artists can’t pour their opinions into their art, it has no value. 

Mr. Khan, who was asked what he would tell actors who think art is not political, said, “True art is going to have an individual artist’s point of view embedded within it. If you can’t stand by your opinions and if you don’t pour your own heart into your art, it has no value.”

Cockroach Janta Party reiterated its demand to only hold talks with the Central government on the students’ protest at Jantar Mantar or a neutral venue. 

CJP spokesperson Saurav Das, speaking to ANI, said, “Union Minister Jitendra Singh said that we can hold talks anywhere; then we have already made our suggestion. Come to Jantar Mantar or to a neutral venue like the Constitution Club of India. We will meet there. I have not received any message from their side yet...They should contact us directly and discuss where to meet, when to meet, and how long the discussion will continue.”

On PM Modi’s tweet on setting up fast-track courts to ensure stringent punishment for those involved in paper leaks, Mr. Das called the announcement as ‘attempts to mislead’.

Authorities on Thursday (July 23) imposed an internet shutdown at the Jantar Mantar protest site, extending to Sansad Marg where protestors have gathered and parts of central Delhi. 

An internet shutdown was also imposed on Wednesday (July 22) night briefly, after clashes between police and protestors was reported at Sansad Marg. 

Protesters have also been complaining of facing network issues on entering the sites where the protests are on.

The Aam Aadmi Party (AAP) in Goa on Thursday (July 23) lodged a complaint with the police against Goa BJP leader Narendra Sawaikar over his social media post allegedly referring to protesting youth as “termites”.

The Arvind Kejriwal-led party accused Mr. Sawaikar of promoting hatred and disturbing communal harmony.

Mr. Sawaikar, who holds the post of NRI commissioner, posted on X an image of India’s map infested with termites and cockroaches. The accompanying message read “Cockroaches with the termites! Save the nation!”

The Kolkata Police received two emails seeking permission to hold a rally in the city under the banner of the Cockroach Janta Party (CJP) on Friday (July 24), a senior police officer said.

Appropriate action will be taken after verifying the authenticity of the emails, the officer said on Thursday (July 23).

The two communications, dated July 19 and July 21, were sent to the Joint Commissioner of Police (Headquarters) and the Joint Commissioner of Police (Crime), respectively, seeking their approval to organise the march.

Shops, offices and restaurants in Connaught Place will close from 6.30 p.m. on Thursday (July 23, 2026) following an advisory issued by the New Delhi Traders Association (NDTA), citing the prevailing situation in and around the area.

In an advisory circular issued on Thursday (July 23, 2026), the traders’ body said the decision was taken following telephonic advice from the Chairperson and Vice-chairperson of the New Delhi Municipal Council (NDMC), who asked that all commercial establishments in Connaught Place shut for the day by 6.30 p.m.

Shops in Connaught Place will close by 6.30 p.m. on July 23 due to protests and security concerns.

The Cockroach Janta Party has rejected Union Minister Jitendra Singh’s offer. CJP says either the Ministers should come to Jantar Mantar or hold the talks at a neutral venue.

The Ministers said that people are angry and they won’t be able to come there, said Ashutosh Ranka of the CJP. “Do not waste our time,” he said.

Protests continue in Delhi as the Cockroach Janta Party rejects government dialogue offers, demanding student rights and Education Minister's resignation.

Union Minister Jitendra Singh extends an open invitation to youth leaders to discuss the ongoing protests and paper leak issues. He says it’s a not a prestige issue for the government and he along with Union Health Minister J.P. Nadda are ready for discussion, either at Mr. Nadda’s residence or office, beyond any time-limit.

Union minister J.P. Nadda on Thursday (July 23, 2026) invited the Cockroach Janata Party (CJP) for talks, but its leaders turned down the proposal, sources said.

On Wednesday (July 22, 2026) too, the CJP had been invited for talks with Mr. Nadda, but it turned down the invitation, saying it will hold talks with the government only at a neutral venue.

“An invitation was sent to the CJP by J.P. Nadda for talks today, but those sitting on the stage at the protest site turned down the invitation,” a source told PTI.

Police are stopping autorickshaws and getting students out of autorickshaws to stop them from going to the protest site, near Nizamuddin in Delhi. 

Students say they were not being allowed to go forward in central Delhi too, about 5 km from the protest site.

“We are only stopping students who are going to the protest as section 144 is in place. We are making them understand that they could get injured over there,” a police officer at the site said, adding that they were not stopping other vehicles or people in autorickshaws going for other work.

Social activist Anna Hazare observed a two-hour-long maun andolan (silent protest) at Ahilyanagar in Maharashtra to extend his support for protesting students in Delhi.

“Anna began his protest at 11 a.m. and ended it at 1 p.m.,” the social activist’s aide Datta Awari told PTI.

Mr. Hazare, who held the protest at the Mahatma Gandhi statue in Ahilyanagar, later left for his village Ralegan Siddhi, located in the same district.

Mr. Hazare wrote to Prime Minister Narendra Modi on Wednesday (July 22, 2026) saying “the news of…violence and police action…is extremely painful”.

CJP spokesperson Ashutosh Ranka reacted to PM Modi’s announcement of fast-track courts and said that the real issue to be addressed is why paper leaks happen.

“The welfare of the youth and their bright future is both the highest priority and the resolve of the Modi government. The decision to expedite hearings and take stringent action against the guilty in paper leak cases through the establishment of fast-track courts by the Prime Minister is a reflection of this very commitment,” Union Home Minister Amit Shah says.

Supreme Court Bar Association (SCBA) president Vikas Singh on Thursday (July 23, 2026) drew Chief Justice of India (CJI) Surya Kant’s attention to the inconvenience caused to lawyers by the closure of the Supreme Court Metro station.

The police have also denied the claims circulating that the girl at hospital has died, saying it’s fake news.

The Opposition, across political parties, reacted to Prime Minister Narendra Modi’s assurance of setting up fast-track courts for paper leak cases, insisting on Union Education Minister Dharmendra Pradhan’s resignation.

“You are the one who has harmed the future of our youth the most. You allowed and encouraged the total capture and destruction of our education system - and protected every person responsible for it. The students’ demands are clear: 1. Sack Dharmendra Pradhan. 2. Apologise to the students. 3. Take action against those who assaulted them,” Leader of Opposition Rahul Gandhi said in a social media post.

Congress president Mallikarjun Kharge in response to PM Modi’s announcement on paper leak cases said, “Education system has corroded under your watch. We do not need platitudes or peacemeal announcements.”

He added, “Youth only want 3 simple demands to be fulfilled 1) Immediately sack Education Minister Pradhan 2) Apologise for the punitive action & atrocities 3) Provide justice to those who you targeted.”

Responding to Prime Minister Modi’s X post on paper leak, Rahul Gandhi reiterated three demands of the students, “sack Dharmendra Pradhan, apologise to students and take action against those who assaulted students.”

After PM Modi announced the decision to set up fast-track courts to probe paper leak cases, Abhijeet Dipke, commenting on the closure of 16 metro stations, said, “Modi is ready to shut down all of Delhi, but not sack Dharmendra Pradhan.”

CJP said ‘Dharmendra Pradhan Must Resign’ in response to PM Modi’s assurance for investigation into paper leak cases.

PM Modi said on Thursday (July 23, 2026) in a post on X, “We have decided to set up fast-track courts to ensure swift and stringent punishment for those involved in paper leaks. Have directed the concerned authorities and officials to take all necessary steps in this regard. This continues our series of steps for safeguarding the interests of students.”

“People are being sent from outside to deliberately disrupt the protest. We have been sitting here for a month. No such incident has happened in a month. The Delhi High Court on Wednesday (July 22, 2026) dismissed a public interest litigation (PIL) against the forcible shifting of activist Sonam Wangchuk from Jantar Mantar protest site to Safdarjung Hospital on the 21st day of his hunger strike.

A Bench of Chief Justice D.K. Upadhyaya and Justice Tejas Karia observed that the issue of Mr. Wangchuk’s hospitalisation at Safdarjung Hospital was earlier raised by his wife before the high court and the matter was “disposed of to their satisfaction”.
