The Andhra Pradesh government has introduced a Self-Certification Certificate system to simplify enrolment of non-loanee farmers under the Pradhan Mantri Fasal Bima Yojana (PMFBY), eliminating the need for additional documents and reducing delays in crop insurance registration.
The decision was announced by Director of Agriculture Manazir Jeelani Samoon after reviewing the agricultural situation through a video conference with officials across the State on Wednesday.
Discussions covered fertilizer availability, rainfall, crop sowing, drought conditions, contingency planning and implementation of crop insurance.
Dr. Samoon said the new system enables non-loanee farmers to enrol in PMFBY without waiting for digitally sown area documents from Rythu Seva Kendrams. Agriculture officials had been directed to create awareness about the simplified process to ensure maximum enrolment.
With drought conditions prevailing and the possibility of El Niño impact, officials were instructed to intensify awareness campaigns on PMFBY, including registration deadlines and premium payment procedures. District authorities were also asked to coordinate with Collectors, banks and Lead District Managers to improve farmer enrolment.
Reviewing fertilizer distribution, he directed officials to monitor supplies daily, decentralise distribution in North Coastal districts to avoid overcrowding, and address OTP-related issues using Aadhaar-enabled biometric devices supplied to private dealers.
He also announced a new facility for tenant farmers, allowing fertilizer purchases using survey numbers and cultivation details under special circumstances. Officials were instructed to complete the Digital Crop Survey covering all 2.75 crore land parcels, achieve 100% e-KYC, promote the mobile app for farmer self-registration of crop details, and prepare location-specific contingency plans to minimise the impact of drought.
