Greater Bengaluru Development Minister Krishna Byre Gowda on Wednesday (July 15) said that the proposed Karnataka Apartment (Ownership and Management) Bill, 2026, may not provide a perfect solution to all problems, but it is a step in the right direction.

Mr. Gowda pointed out that the existing laws were enacted over 50 years ago, and the city had grown by leaps and bounds since then. “The problems are very complex, and we are also trying to understand them. Over time, we will continue to amend the law and address the issues,” he said, adding that inputs from stakeholders will be critical in the process.

“Governments rarely share the draft of a bill with the public. In this case, to understand all the problems faced by apartment owners and to incorporate provisions to address them, we are sharing the bill”Krishna Byre Gowda Greater Bengaluru Development Minister

“Governments rarely share the draft of a bill with the public. In this case, to understand all the problems faced by apartment owners and to incorporate provisions to address them, we are sharing the bill,” he said.

“We have also created alternate forums, such as an email ID ([email protected]), for accepting suggestions, and stakeholders should send in their inputs,” he said, adding, “A separate law for apartments has been pending for almost a decade, and we are committed to bringing it.”

Chief Minister D.K. Shivakumar said that the government is aware of the challenges faced by apartment owners and is committed to ensuring that full ownership rights rest with the property owner.

He said the legislation has been introduced to safeguard the interests of property buyers and address long-pending issues relating to apartment ownership, registration, and management.

“Our objective is to help people who have worked hard to build a roof over their heads. Owning a home is not easy, and the government has a responsibility to ensure that citizens enjoy their property without unnecessary hurdles,” he said. “This legislation has been drafted solely for the benefit of property buyers,” he added.
