The Telangana transport department has relaxed the rules for transferring ownership and city permits of old LPG/CNG auto-rickshaws within the Outer Ring Road (ORR) limits, allowing the process without requiring renewal of the vehicle’s Fitness Certificate (FC), provided the vehicle is scrapped after the transfer. 

The decision comes following representations from auto-rickshaw owners who said they purchase old city-permit vehicles only to transfer the permit to their names before scrapping the vehicles and replacing them with new LPG, CNG or electric auto-rickshaws. The department noted that under the existing CFST software, a valid Fitness Certificate was mandatory for registration and permit transfer, forcing applicants to renew the FC of vehicles that were never intended to be used on the road again. 

In a circular issued by Transport Commissioner K. Ilambarithi, the department directed that ownership and permit transfers of such old auto-rickshaws within ORR limits should be processed without insisting on FC renewal. The transferee must submit an undertaking stating that the vehicle will not be operated on the road, that its Fitness Certificate has expired, and that it will be scrapped within three months from the date of transfer.

The circular also instructs the concerned registering authorities to ensure that the vehicle is scrapped within the stipulated three-month period and to monitor compliance. The Transport Commissioner’s IT wing has been asked to modify the CFST software to enable such ownership and permit transfers without requiring FC renewal, while recording the undertaking and subsequent scrapping compliance in the database.
