The Haryana Government has made vigilance clearance mandatory for key service-related matters concerning Group ‘A’ and Group ‘B’ officers, issuing comprehensive guidelines aimed at strengthening transparency, accountability and integrity in public administration.
The instructions, issued by Chief Secretary Anurag Rastogi, prescribe a uniform procedure for obtaining vigilance clearance/no-objection certificate (NOC) across all government departments, boards, corporations and authorities. The revised framework follows a comprehensive review to ensure procedural consistency, transparency and timely decision-making.
Under the new guidelines, vigilance clearance will be compulsory for cases related to promotions, pension and superannuation, issuance of passports to government employees, deputation and other service matters where such clearance has been prescribed by the state government.
To facilitate timely processing, departments have been directed to submit proposals in the prescribed pro forma, complete in all respects. In superannuation cases, proposals must be forwarded at least one year before the date of retirement to prevent delays in the release of pensionary benefits.
The government has also instructed departments to ensure that all information furnished is accurate. It has warned that any concealment or suppression of facts will be viewed seriously.
