James missed the previous three encounters due to a hamstring injury. Despite returning to training ahead of the clash, the Chelsea captain was left on the bench.
England is short of options at right back following the red card to Jarell Quansah in the round of 16 clash against Mexico. The Bayer Leverkusen defender had his one-match ban extended to two, which means he can only feature next in the summit clash should England qualify.
The Three Lions have made another change in attack for the fixture with Noni Madueke replacing Bukayo Saka on the right wing.
